What is ECO?

In order to benefit from ECO you must own your own home or have the permission of your landlord.

The Energy Company Obligation (ECO), first introduced in 2013, is an energy efficiency scheme for Great Britain. ECO places legal obligations on larger energy suppliers to deliver energy efficiency measures to domestic premises. It focuses on insulation and heating measures and supports vulnerable consumer groups. ECO is intended to assist in reducing carbon emissions, maintaining security of energy supply and reducing fuel poverty.

A new obligation has been outlined under the Electricity and Gas (Energy Company Obligation) Order 2018 (referred to as the ‘ECO3 Order’), and the scheme that runs during that period is called ‘ECO3’. The ECO3 scheme, that will run until March 2022, will mainly focus on low income and vulnerable households, helping to meet the Government’s fuel poverty commitments.


Do I qualify for ECO3 Funding?


Great news – the qualifying criteria has been widened from the last funding grant to include MORE benefits. But what does that mean to you? Very simply put, if you are in receipt of one of the following qualifying benefits then you qualify for funding and we can help you…

  • Constant Attendance Allowance

  • Industrial Injuries Benefit

  • War Pension

  • Army Independent Payment

What if I don’t receive any of the above benefits but I still want my home insulating for free?


Flexible Eligibility, often shortened to LA Flex, is a part of the UK Government’s new phase of the ECO3 scheme. Councils and Local Authorities have the power to widen the eligibility criteria for ECO, allowing them to tailor energy efficiency schemes to their respective area.

This allows more residents, in addition to those claiming benefits, to qualify for ECO funding, often on the basis of low incomes, health, age or area, giving councils the ability to support specific communities.


So, in short, you do not necessarily need to be on a benefit to qualify for LA Flex funding.
